Biography

Mr. Baumann’s practice focuses on civil and administrative litigation focusing on docks, marinas, riparian rights and sovereignty submerged lands and coastal construction matters. Mr. Baumann’s practice also includes Environmental Resource Permitting (“ERP) zoning and land use issues and real estate issues. For more than 25 years, Andy has represented private clients, property owners and governmental entities in environmental permitting and enforcement matters as well as in civil and administrative litigation before state and federal trial courts, courts of appeal and the Florida Division of Administrative Hearings in matters concerning environmental permitting, docks and marinas, riparian rights, coastal construction and beach armoring, endangered species, environmental enforcement actions, water right disputes, FEMA floodplain regulation, Florida’s Government in the Sunshine & Public Records laws, local zoning, comprehensive plan approvals, professional licensing, private private property rights issues, and real estate disputes.

Prior to joining the firm, Andy served as Assistant County Attorney for Palm Beach County and as Senior Assistant General Counsel for the Florida Department of Environmental Protection.

Andy earned a Bachelor of Arts degree in Political Science from the University of South Florida and his Juris Doctor, cum laude from Tulane Law School in New Orleans.
