Mr. Baumann’s practice focuses on civil and administrative litigation concerning environmental, coastal, sovereignty submerged lands, natural resources, land use, governmental and general commercial law. For over 25 years, Andy has represented private sector clients and governmental entities in permitting and enforcement matters and in civil and administrative litigation before state and federal trial courts, courts of appeal and the Division of Administrative Hearings in matters concerning environmental permitting, docks and marinas, riparian rights, coastal construction and beach armoring, endangered species, environmental enforcement actions, water rights, FEMA floodplain regulation, government in the Sunshine & Public Records laws, zoning, comprehensive plan amendments, professional licensing, contract and construction disputes, eminent domain, private property rights, Section 1983 Claims and real estate and general commercial litigation.

Prior to joining the firm, Andy served as Assistant County Attorney for Palm Beach County and as Senior Assistant General Counsel for the Florida Department of Environmental Protection.

Andy is a graduate and a member of the Board of Governors of Leadership Palm Beach County; is a member of the Palm Beach County Bar Association and the Economic Forum.

Andy earned a Bachelor of Arts degree in Political Science from the University of South Florida and his Juris Doctor, cum laude from Tulane Law School in New Orleans.
