Colin Roopnarine is a partner on Berger Singerman’s Government and Regulatory Team, based in Tallahassee, and focuses his practice on administrative law. Prior to joining the firm, Colin served as the General Counsel for the Office of Financial Regulation.
Colin’s career began at the Department of Community Affairs, where he specialized in Administrative Law, Land-Use Law and Emergency Management. He was Chief Counsel for the Department of Financial Services, Division of Workers' Compensation cases and served as a Hearing Officer at the Public Employees’ Relations Commission. Colin joined the Department of Business and Professional Regulation as the Deputy General Counsel of Professions, wherein he was selected to lead DBPR’s Litigation Team . In 2013, he was hired by the Office of Financial Regulation. Throughout his extensive state government career, Colin enjoyed success as both a litigator and appellate counsel.

Colin, AV® Rated Preeminent by Martindale Hubbell, is a Florida Bar Board Certified Specialist in State and Federal Government and Administrative Practice. He is an active member of the CLE Committee for the Florida Bar’s Administrative Law Section, and is a member of the Board of Legal Specialization and Education Board. He is also the former Chair of the Certification Committee for State and Federal Government and Administrative Practice. He was appointed to the 2nd Judicial Circuit’s Professionalism Committee in 2012. and was President of the Florida General Counsels’ Association. He has been named to Florida Trend magazine's Legal Elite list for the past three years.

Colin is also an Adjunct Professor at the Florida State University College of Law where he teaches “Depositions” in the Fall, and “Florida Administrative Litigation” in the Spring.
